The transport minister Dan Ťok held a speech at the EC meeting in Luxembourg on the proposal of the so-called Mobility Package governing matters connected with the sending of drivers abroad, drivers sleeping in their truck cabins and access of shipping businesses to the European market. The member states did not find any agreement and the Council position was postponed.

"The long disputes on social dumping and protectionist policies. The Czech Republic will continue acting in a constructive way and seek a dialogue with the western countries to find a compromise that is acceptable for everybody," minister Ťok said at the meeting of ministers.

The EU has been long divided over the topic of sending drivers abroad. The priority for the Czech Republic does not change: rules for sending workers abroad shall be taken out of international road traffic rules as much as possible. The case of the Czech driver who won the litigation in Germany and had his salary levelled out with the local rates may be the precedence for more disputes that may eventually affect big corporations who are ordering shipping to abroad.

"On top of that, if the new rules are too strict for the shipping businesses, they will start bypassing them, e.g. through the Schwarzsystem. The thing is that self-employed drivers are exempt from the rules," minister Dan Ťok adds.

The ministers also discussed connectivity in air transport where they managed to reach an agreement on the protection of competition in the air transport industry, allowing the EU to accept corrective measures in instances when an EU airline was damaged by a third country. Other topics included the drawing-down of the new CEF II scheme for 2021-2027 in which EUR 30.6 billion were allocated for transportation projects.

The Council also discussed the rights and duties of railway passengers, the support of combined transport and use of clean vehicles in the public sector.
