One year after the official start of construction, the future route of the D4 motorway in Písek is already well visible in the landscape. Minister of Transport Martin Kupka, CEO of VINCI Consessions Nicolas Notebaert, the representatives of the other concessionaire (Meridiam) and the representatives of the contractor (EUROVIA CS) came to the D4 motorway to assess the current status of the first Czech PPP project.

"Construction of motorway D4 is a reference project in decision-making regarding the adoption of PPP for other infrastructure projects. As public finances are tight, this is one of the possible methods. PPP could be considered for example for the D35, for the 4th railway corridor or for the construction of some high-speed rail lines," said Transport Minister Martin Kupka.
 
Last year, the entire route was laid out, plants were removed in and outside affected forests and archaeological, pyrotechnical and hydrogeological surveys were carried out. Amphibian barriers were installed and a number of other works were carried out to prepare the entire construction area. A production facility for important construction materials was established by the Lety junction. This area is strategically located (it is roughly halfway along the route), which will help alleviate road congestion from trucks.
 
"VINCI Highways has successfully built or operated nearly four thousand kilometres of motorways around the world, the closest ones to here are in Slovakia, Germany and Poland. We bring all this experience to the Czech D4 and believe that the D4 PPP project will not only become a reference project in the Czech Republic but also an example of sustainability in the infrastructure sector," said Nicolas Notebaert, CEO of Vinci Concessions.

Green goals

This year, extensive rock blasting works are planned near the village of Milín, bridge structures will be laid and new local roads built to transfer traffic from the existing D4. Utility relocations and archaeological surveys are also under way. 
 
All works are being carried out with the utmost attention to the environment. This includes, among other things, the recycling of materials, banning of the use of pesticides, construction of ecoducts for wildlife, rainwater tanks and barriers to protect amphibians.
 
T Public Private Partnership D4 project is controlled by the joint venture Via Salis of French companies VINCI Concessions, VINCI Highways and Meridiam. The D4 motorway will significantly speed up the connection between central and southern Bohemia and the national border. It will provide significant relief to a number of communities in the region that are currently burdened by heavy traffic on the I/4 road, which is also frequently affected by traffic jams and accidents.
 
The investment includes the completion of a completely new 32 kilometres of the D4 motorway from Příbram to Písek and the modernisation of another 16 kilometres connecting sections that have already been in operation. As provided in the contract, the construction will be completed in December 2024 and the consortium will operate the motorway for the next 24 years. DIVia stavební, a member of the EUROVIA CS group, is the contractor on the basis of a contract with Via Salis.
