Minister Havlíček: We must speed up the preparation of the completion of the entire D11

While 22.4 kilometres of the D11 motorway towards Poland is under construction between Hradec Králové and Jaroměř, the remaining 40.8 kilometres between Jaroměř – Trutnov and the state border are to be completed no sooner than 2026 – 2027 according to the current plans. According to the Minister of Transport, construction of the remaining sections needs to be accelerated, as the Polish side will reach the border between 2023 and 2024 and traffic complications may arise.

„We need to shorten the preparation, speed up land purchasing and build at least the Trutnov – state border section several years earlier. If the Poles get to the Czech-Polish border within three years, it will cause traffic complications. That is why we have to approve the so-called Line Act as soon as possible this year and resolve the possibilities of shortening the entire construction and bring forward the deadlines for opening of the Czech and the Polish motorway,” said Minister Karel Havlíček after the meeting with his Polish counterpart Andrzej Adamczyk.

Minister Havlíček will set up an internal working team at the Ministry of Transport. In the Chamber of Deputies, a team across the political spectrum will be created under the leadership of deputy Martin Kolovratník, who will get inspiration in Poland for how to speed up construction as regards legislation.

Another topic of the joint meeting was the restoration of the long-distance connection Prague – Wrocław on the existing conventional railway route. So far four pairs of trains can be expected on the route Prague – Ústí nad Orlicí – Lichkov – Wrocław, going further on in the direction of Gdynia with a journey time of about 4 hours. These trains are planned to start their operation from December 2022.

Both ministers were also informed about the current state of preparation of high-speed rail lines. The Czech Republic is preparing feasibility studies for Czech sections of high-speed connections with operational links to neighbouring countries. Coordination of preparatory steps, schedules and planning in the individual V4 countries for the high-speed railway connection Budapest – Bratislava – Brno – Přerov – Ostrava – Katowice – Warszawa is becoming crucial.

In the Czech Republic, modernization of the Brno – Přerov line to a maximum speed of 200 kph (2022 – 2028) has already been approved, a feasibility study for a high-speed connection Prague – Brno – Břeclav is being prepared, as well as a feasibility study for the high-speed connection (Brno) – Přerov – Ostrava.

In 2018, a land-technical study of the new Prague – Wrocław high-speed connection was prepared on the Czech side, the aim of which was to define the territorial throughput of such a line within the Czech Republic (alternatively through Liberec and Hradec Králové) and to determine its investment costs. In 2020, a feasibility study will be commissioned and coordinated in agreement with the Polish side.

As part of the follow-up bilateral negotiations, the parameters of the new high-speed rail line between Bohumín and Katowice in Poland will be coordinated in order to specify the border crossing point and define the parameters of the track. This procedure will help to eliminate large territorial reserves for the new line near Bohumín in the future.
