The construction of the D6 and D35 motorways can start this year still, the government received info

The continuation of the Karlovy Vary D6 motorway and the D35 motorway, connecting Hradec Králové and Olomouc, have the biggest chance regarding the possible start of construction work until the end of this year. Other construction projects such as the completion of the D1 motorway near Přerov, the continuation of the South Bohemian D3, the Hradec Králové D11 motorway or the connection of D56 to D48 and the Frýdek-Místek bypass are likely to start at the beginning and during the next year. This is the result of the current building preparation analyses which the government studied.

"The expected start dates of the individual construction projects mostly lie at the turn of 2017 and 2018 or during the first six months of 2018. Compliance with these dates depends mainly on the award of the legally effective building permit and the successful completion of the contractor selection process," the Transport Minister Dan Ťok clarifies the government information.

According to the construction analyses, the closest opening dates are those of the three sections of the Karlovy Vary D6 motorway in a length of 14.6 km. To be specific, this applies to the construction of two sections in the Central Bohemian Region from Nové Strašecí to Řevničov, including the city bypass itself. The third section that is under preparation is the bypass of Lubenec in the Ústí nad Labem Region. If construction can start still this year, then the new D6 sections could be completed by 2020.
What can also hope for the construction start at the turn of this year is the continuation of the D35 motorway to Olomouc: two sections by Opatovice nad Labem – Časy and Časy – Ostrov in a total length of 27 kilometres. The archaeological survey is currently being performed in this section and the legally effective building permit has already been issued for the most complex part of the construction project: the bridge estacade over river Labe and more than five kilometres of the main route.

For some construction projects the high risk is currently the completion of property-rights preparations in the phase of ongoing expropriation proceedings and the actual administrative proceedings where appeals arose that are often purposeful and their aim is to delay the construction. One example is the remonstrance of the Children of the Earth association, which threatens to delay the opening of the D11 motorway from Hradec Králové to Smiřice by six months or up to one year.

"Regarding the land lying under future motorways, the building law amendment will help a lot, as it allows the issuance of building permits for construction projects with public benefit still before the completion of the property settlement", the information provided to the government says.

Among other priority transportation construction projects which, based on the exemption from the European Commission, do not have to repeat the entire environmental impact assessment (so-called EIA) process, are two other sections of the South Bohemian D3 motorway: Úsilné – Hodějovice – Třebonín. Its construction will start after the completion of the property settlement next year.

Similarly, two D11 motorway construction projects from Hradec Králové via Smiřice to Jaroměř will start. Here, the archaeological survey is under way and bidders have already placed their bids as part of the tender for the building contractor. The construction start depends on the completion of administrative proceedings and the handling of the appeal by the Children of the Earth association. The Frýdek Místek bypass on D48 and the connection from D56 are also waiting for their construction start. Their construction start is, again, delayed due to an appeal against the building permit by the Children of the Earth association. Planned for the next year is also the construction of the continuation of the D1 in the section Říkovice – Přerov, the D49 Hulín – Fryšták motorway and/or or the continuation of the Otrokovice bypass on the D55.
