The transport policy aims to ensure the development of a high-quality, effective and reliable transport system based on sustainable use of natural resources.

“We have managed to reduce the energy consumption in industry and households. However, in transport the consumption increases approx. by 3.5 % per year. With ca. 25 % of share, the transport sector is now the largest energy consumer,” said minister of transport Karel Havlíček in relation to the adopted Transport Policy of the Czech Republic for 2021–2027 with an Outlook to 2050.

The long-term vision for the transport network envisages that the Czech Republic and all regions will have a transport system corresponding to transport needs in passenger as well as freight transport. It will promote sustainable development of the economy and an inclusive policy targeted regions with structural disadvantages. This transport system will also respond to sustainability requirements meaning that it will become neutral in terms of its influence on global (not only climatic) changes.

The aim is not to cut down transport but to help it to become less energy-intensive and more environmentally friendly. Society demands to increase energy efficiency in transport. “Energy savings in transport require for a specific approach towards individual transport modes, i.e. long-distance transport, transport in large cities and urban areas and rural transport. We decided to tailor the new transport strategy to these demands,” adds Mr Havlíček.

The Transport Policy of the Czech Republic determines strategic targets such as “Sustainable mobility”, “Territorial cohesion” and “Society 4.0 in Transport”. Each strategic target then sets specific goals for each transport mode, defines specific measures as well as responsible entities.

The vision of Transport Policy will be achieved by the following three consecutive steps:

1.    We will seek measures enabling the efficient transport of people and goods so that the transport needs decrease without jeopardizing economic development (optimisation of transport needs).

2.    The transport system must be based on a multimodal approach, which uses the benefits of each transport mode, and on interdisciplinary cooperation.

3.    The development of individual transport modes is crucial so that we can improve the accessibility of regions, transport needs and reduce impacts on the environment.

The Transport Policy represents a top-level document for the transport sector and its targets are further elaborated in follow-up plans, conceptions, strategies and processes. These are then assessed in terms of creating conditions, inputs and measures to ensure the defence and safety of the Czech Republic.
